Development process

The first Tartu 2024 culture and education programme development process will be carried out from 2020 to 2021. The participants will be the projects that represented Tartu and Southern Estonia in our European Capital of Culture bid book. The projects will be advised by the Tartu 2024 Creative Council. Projects, which pass the development process successfully, will advance into the official European Capital of Culture programme. Following the example of the first development process, subsequent ones will take place in the future.


The first development process is comprised of six modules. Each module consists of seminars, independent work, i.e. written project section and feedback. The teams taking part in the process will be guided by feedback given by the Tartu 2024 Creative Council, which is comprised of experts in the field of culture. The feedback is formed in accordance with previously agreed upon criteria.

The programme criteria guide our principles. As written in the bid book, the programme strives to be:
  • Transversial
  • Transnational
  • Transgenerational
  • Environmentally aware
  • Impactful in the long-term
